ONE of the most memorable points of the movie for me was watching Folarin Falana (Falz)’s character performin his hit single at Chief Daddy’s burial reception ceremony using the famous “Who is your daddy?” line.

Chief Daddy remains one of the highest grossing Nollywood movies. Big ups to Niyi Akinmolayan for directing this one, he was able to pull off a good, humorous and well cast movie.

Yes, it had its numerous flaws but that did not make the movie any less fun to watch, and no matter how critical one might choose to be, the movie does have its moments.

Let me examine the movie&#;s pros and cons

Niyi did well with this one, using most of the actors to their full potential. Visuals were beautiful, the plot twist at the end was fair, although it could have been better. The movie lost its energy towards the end, but he can easily get a B for the effort.

USMCA Labor Council 

The USMCA Labor Council met for the first time on June 29th. The Council is composed of senior governmental representatives from trade and labor ministries, as designated by each Party.

During the first meeting, the Council discussed the domestic mechanisms, institutions, and procedures that each party is employing to advance  and guarantee the fulfillment of the USMCA labor chapter’s provisions in subjects such as: 

• Prohibition of the importation of goods produced in whole, or in part by forced or compulsory labor.
• Labor policies for migrant workers.
• Areas for ongoing and future cooperation and technical capacity building.
• Ongoing implementation of Mexico&#;s labor law reform.

We note that Mexico still does not have a legal mechanism to prohibit the importation of goods that were produced by forced labor. 

Needless to say, the last point takes on special relevance in light of the collective bargaining agreement (CBA)  “legitimization” process at the General Motors plant in Silao. This event made evident the need to strengthen the legitimization process as well as to complement with other measures to comply with the labor chapter of the USMCA. 

Accordingly, during the meeting, the Mexican government announced that the Ministry of Labor is preparing an update regarding the CBA legitimization protocol, which will give greater powers to inspectors and prohibit the partial recount of votes at the time of electing a new union leader.  

Rapid Response Labor Mechanism (RRLM)

As noted in our previous newsletter, two U.S. complaints are active, namely against certain events entailing General Motors in Silao and Tridonex in Matamoros.

Decree to expedite the importation of medicines into Mexico in the public sector. 

On June 22,  the Ministry of Health modified the Agreement that regulates the importation of health inputs and supplies for the correct and timely provision of health services. Said agreement allowed the importation of health inputs with or without sanitary registration in Mexico for health policy and contingencies. This is due to the fact that the sanitary certification of certain foreign agencies was recognized as equivalent, which expedited the process by approximately one-third and thus facilitated the importation. 

Now, the new regulation establishes, in essence, that only public health and social security institutions will be authorized to benefit from this scheme to import health inputs, without sanitary registration in Mexico, which are necessary to cover their needs.

Under this framework, the importer must initiate the process of authorization of sanitary registration in Mexico 10 business days after the permit to import without registration is granted. Otherwise, COFEPRIS (the competent Health agency) will not grant a new permit with these characteristics. The agreement also establishes the necessary requirements for such permits to be granted.

VTZ regrets that the same flexibility is not granted to private-sector health care providers, since the General Health Law and the Health Inputs Regulation do not make a distinction between the public and private sector for the importation of medicines and other inputs in cases of contingency or for health policy.

Autonomous driving: More than just hype

Mr. Potthoff, as Managing Director of the GACC West, you deal with many technology trends. What is your take on the Silicon Valley hype around autonomous driving?

Sven Thorsten Potthoff: First, I would say that autonomous driving is no longer hype, but already an integral part of key industries here in the region. Self-driving vehicles are part of everyday life on San Francisco&#;s streets. Although there has been bad press lately as some major players like Uber and Lyft have abandoned their self-driving vehicle fleets and pulled out of the industry, for the time being, Silicon Valley remains at the forefront of research and development of the technology.

As of July , the Department of Motor Vehicles counted 62 companies that have received permits to test autonomous vehicles. While 54 of those permits were for testing with a human driver, eight companies (Autox Technologies, Baidu USA, Cruise, Nuro, goalma.org, Waymo, WeRide and Zoox) have permits for testing autonomous vehicles without a human driver. Since December of last year, Nuro has been the first company to have a permit for commercial deployment of such driverless vehicles in California. Sven Thorsten Potthoff: In March , Waymo, Google&#;s subsidiary, raised another $25 billion in investment to advance its self-driving fleet. The Jaguar I-Pace model has been tested on San Francisco&#;s roads since last year and has already racked up 83, autonomous test miles. In spring , Waymo and General Motors&#; rival Cruise applied for permits to commercialize their self-driving ride-share service and charge money for rides. That is a big milestone.

Self-driving vehicles in everyday life

So are these vehicles actually part of everyday road traffic?

Sven Thorsten Potthoff: Absolutely. Not a day goes by here that you don&#;t see a number of autonomous vehicles driving by. The California government is also on the verge of a major about-face in terms of legislation. Late last year, the California Public Utility Commission set up a permitting process that makes it easier for companies to offer paid rides in driverless vehicles. So over the course of this year, many more players will join the fray, adding self-driving vehicles to California roads. And public interest is high. According to a consumer survey commissioned by Waymo, 62 percent of San Francisco residents are willing to take rides in autonomous vehicles and welcome spending less time behind the wheel themselves. Seven percent of respondents have even been a passenger in a driverless vehicle. The survey shows that the more educated people are about the technology in everyday use, the more open they are to using it.

New technologies &#; new challenges

Despite all the euphoria, there are also some challenges &#; what are they?

Sven Thorsten Potthoff: was supposed to be the year when autonomous vehicles were supposed to be available to everyone. Unfortunately, that didn&#;t happen. In addition, U.S. consumers&#; willingness to pay for the technologies has declined over the past two years. The major automakers (OEMs) are under pressure and are looking for ways to put enough value into these features to be able to charge a decent price in order to cover their costly research. Technology and auto giants are expected to work on their projects for years to come. Each of the major players is predicted to have to spend another $6 billion to $10 billion before the technology becomes commonplace everywhere.

However, it must be said that fears that the pandemic would put a major damper on the industry have not yet materialized. On the contrary, many automakers are striving for a sustainable post-pandemic future. This includes investments in electric cars, autonomous driving, and electric aircraft. In , the world&#;s largest OEMs made a combined private investment of about $ billion here. Here in the Valley, there are many voices saying we are closer to mass deployment of self-driving vehicles than thought. Startups in particular see the developments of the last few years as signs that the technology is growing out of the research and development phase. The first step toward building reliable and mature products has already been taken.

It is firmly expected that by , the industry will have achieved the momentum necessary to drive down technology costs to the point where autonomous vehicles will be available on the market as a mass product. And we at the GACC West will be watching future developments with bated breath.
